Where is the source code for the pre-releases?

Apologies if this has been asked before, but I cannot find a definite answer.

I keep seeing references to 0.9 alphas, and there are images published on Docker Hub. But I can’t see the source or changelog anywhere.

Is the development closed-source and released all at once with each final release? If so, why?
