Field not visible to configure in Enforce Lockout Policy

I am trying to look for Notify user groups when a user is locked out setting under Enforce Lockout Policy in Authentication section.
When I enable Policy it doesn’t display this setting but once its enabled it shows as:

Notify user groups when a user is locked out: None

I also tried to create User Groups but no success.

Please help.
