Drone pypi plugin use an old version of setuptools

Hello,

I would like use the drone_pypi plugin PyPI | Drone
but sadly it use an old version of setuptools.

I saw that the automate update on this plugin is broken since the 10 Mar 2021

ERROR: Could not build wheels for cryptography which use PEP 517 and cannot be installed directly

I created a pull request to fix this issue

But currently this plugin still using an old version of setuptools. When the image plugin will be regenerate ?
